Setting: modern-day New England/Northeast, ocean coastline.

Are there any rocky cliff-faces that aren't particularly populated in the New England area? I essentially need a place where someone could be chained to a rock as a sacrifice to a sea monster and reasonably no one would notice for a few days.

This might seem slightly stupid, but can I get the names of some cliffs in the USA, which if you jump from you fall into a river? Basically, the ravine needs a water body you can swim across.
